 PROJECT SUMMARY
As a result of the global climatic changes, population growth, poor farming methods, pests and diseases, food yields and harvests have become poorer and poorer.
The population has no food security to sustain it even for very short periods of time.
To make an initiative to achieve one of the millennium development goals which is “Eradication of extreme poverty and hunger”, Rukokoma mixed farming cooperative society carried out a study and found out that there was need to assist its members and the population in Ibanda District, to be able to produce enough food for their families and for sale.
This will be done through an agribusiness strategy that will involve growing, processing, storing, and marketing food produce from within and around Ibanda District.
This strategy will enable the member to have all time food security and improve on their incomes
The Society will organize farmers by providing training, planting seeds, farming tools and other agro-inputs. The Society will also provide soft loans to the farmers for maintenance of gardens.
The society will then collect the harvest into the store where the produce will be processed and marketed.
The society will sell to the members of the society and the neighboring communities at subsidized prices when hunger and drought strike.
The society intends to build a store with processing accessories for maize, in Ibanda Town. The food produce will be collected from members, Ibanda District and from the neighboring Districts of Kamwenge and Kiruhura.
The society intends to put up the store and obtain the means of transport within the minimum of a year.
It is projected that this will cost Six hundred eighty two million, seven hundred fifty thousand shillings only. After this, the project will sustain itself.
We are therefore forwarding this project proposal to you for your consideration and funding.

PROJECT BACKGROUND
RUKOKOMA MIXED FARMING COOPERATIVE SOCIETY LIMITED.
Rukokoma Mixed Farming Cooperative Society Limited started in 1994, in present day Kashaka II, Rugazi ward, Ibanda Town Council, Ibanda District. This society was intended to unite farmers to work together to provide member with enough food and to eradicate poverty through selling of the excess produce.
The society has managed to unite 141 active members most of whom are engaged in mixed farming.

Farmers in this society are engaged in growing coffee, maize, millet, keeping pigs, cows, goats and chicken.
The society has acquired land for both agricultural and commercial purpose in Ibanda Town Council. Part of this land is occupied by pine trees ( 65 hectares)
 Rukokoma Mixed Farming Cooperative Society Limited is registered under Registration Number 5565 and it operates an account in Centenary Bank Number 5220600414.
The books of accounts of the society are audited regularly.

RUKOKOMA PRODUCE GROWERS, PROCESSORS AND MARKETING INITIATIVE PROJECT
Because of the banana wilt disease, the banana plantations have been destroyed. The population is no longer dependent on banana as their perennial edible food that used to sustain them during dry seasons,
Presently people are mainly depending on cereal crops which include maize, millet and rice.
People also depend on beans, ground nuts and peas for source.
For cash, people depend on coffee.
A study carried out by Rukokoma Mixed Farming Co-operative Society showed that these crops are being produced in small quantities and are of poor quality.
This means that the population will continue to have no food security if they continue to produce these food crops in the quantities they are producing them.
The society therefore, decided to start an initiative to produce these crops in large quantities for food and the excess for sale.




PROJECT OBJECTIVES
1.      To organize farmers to grow quality maize and beans in large quantities for food and sale using modern methods of farming
2.     To eradicate hunger through encouraging farmers to store food
3.     To eradicate poverty through sale of excess produce
4.     To train farmers in modern methods of farming.
5.      To add value to our agricultural products so as to get ready market.
6.     To provide improved seeds and modern agricultural inputs to our members.
7.     To induce funders to fund the project.


PROJECT METHODOLOGY
THE PROJECT APPROACH SUMMARY
The Chairman of Rukokoma mixed farming co-operative society limited, with guidance from the executive members will appoint a 5 man committee from members which will deal with affairs of the project.
The new committee will be known as ‘The Food Security and Development Committee.’

This committee will be composed of:-
(i)                Chairman
(ii)              Secretary
(iii)            Treasurer
(iv)            2 committee members
The food security and development committee will have the following roles and responsibilities:-
1.     To supervise all activities of the project and ensure that they conform to the stated aims and objectives.

2.     To monitor and manage the finances of the project.

3.     To mobilize resources human material and financial for effective implementation of the project.

4.     To market the project outputs.

5      To evaluate the projects activities for further improvement.

CHAIRMAN
The Chairman shall:-
·        Chair the executive and general meeting for the project.
·        Oversee the implementation of the project.


SECRETARY
The secretary shall:-
·        Be responsible for all minutes of the meeting and records deemed necessary for the good of the project.


TREASURER
Treasurer shall:-
·        Be responsible and in charge of the project funds.
·        Be responsible and in charge of keeping all financial record of the group.

COMMITTEE MEMBERS
The committee members shall:-
·        Establish  a link between the project management committee and:-
(i)                Technical team
(ii)              Collaborating team.

·        The technical team is from Ibanda Town Council with adequate knowledge and skills to deal with the technical activities to ensure smooth running of the project.
·        The collaborating team includes:-
-         The District Agricultural Officer
-         The District Community Development Officer
-         The District Environment Officer
-         Local Community Leaders.

The specific roles of the technical and collaboration teams are:-
-         To provide technical information
-         To provided mobilization of community.
-         To monitor the project activities.

 REPORTING
The food security and development committee shall report to the Chairman Rukokoma mixed farming co-operative society limited.

PROJECT ACTIVITIES/WORKPLAN
PROJECT MEMBERS
·        The members of Rukokoma mixed farming co-operative society limited will be trained in modern farming methods, financial management and how the project works.
·        The project members will apply for planting seeds, agricultural improvement and inputs from the project office.
·        The project members who require soft loans will apply for them. Loans will be recovered after harvesting.
·        Each member will supervise his /her garden and harvest when the time comes.
·        Each member will sell his/her produce to the society at the existing prices.

PROJECT MANAGERS
·        The project managers will organize the training of the society’s members.
·        The project managers will provide planting seeds, agricultural implements and in puts to the farmers.
·        The project loans committee will receive analyze and approve loan requests made by the members. 
·        The project manager will supervise and monitor the society members with gardens and provide an advisory role.
·        The project managers will collect, process, store, market and sell the produce from the farmers.
·         The project managers will ensure that there is enough food stored to keep the members for at least 6 months.
·        The project managers will regulate the old and new stocks depending on the market dynamics.

RUKOKOMA MIXED FARMING CO-OPERATIVE SOCIETY EXECUTIVE
COMMITTEE
The Chairman and the executive members of the society will supervise and monitor the activities of the project managers.

PROJECT ACTIVITIES SCHEDULE
TRAINING
Training will take place in February 2013; this training will include members of Rukokoma mixed farming co-operation and all other well-wishers.

PLANTING
Planting seeds will be collected in March 2013 from the projects offices.
Planting will take place in the same month.

MONITORING
The farmers will be monitored and supervised from the planting time to harvest time, which is March to June 2013.

HARVESTING
Harvesting will take place from May to June 2013.

COLLECTING OF THE PRODUCE
The produce will be bought and collected into the store in May to September 2013.
IDENTIFICATION OF SERVICE PROVIDERS
The project will need service providers.
These will be identified at the end of February 2013.

PURCHASE OF VEHICLE
The project will require a vehicle to collect produce from the farmers.
The purchase of the vehicle will take place in June 2013.

CONSTRUCTION OF STORAGE FACILITY
The project will require that the produce got from the farmers is stored in a safe place.
The construction of this storage facility will start in April 2013.
Once the construction of the storage facility is complete maize mill will also be installed.

PROJECTS MANAGEMENT STRATEGY
The project will be managed by the food security and development committee.
·        The food security and development committee shall sit monthly.
·        The joint meeting of food security development and executive committee for Rukokoma mixed farming co-operative society limited will sit down two times a year.
·        There will be an annual general meeting for all the members.
·        Emergence committee meeting will be convened when ever there is need.

PROJECT SUSTAINABILITY STRATEGY
The project shall keep records of progress and the project properties shall be kept by the Treasurer.
Every item damaged shall be replaced. Repairs and maintenance of the store, vehicle and milling machines, shall be done regularly.
Auditing of the books of accounts, assets and liabilities of the project will be carried out every year and an audit report will be read to the members in the annual general meeting.

SHARING OF THE PROJECT BENEFITS
·        Each member will be allowed to buy food from the project’s store at subsidized prices.
·        Each member shall share the profits from sales of the produce according to the contributed shares.
·        The amount to be shared shall be decided on by the executive committee of the project



ENVIRONMENTAL SUSTAINABILITY
The project shall endeavor to maintain the environment by planting more trees, controlling soil and water pollution by using natural methods of farming and carrying out a proper waste disposal.
 PROJECT OPERATION AND MAINTAINANCE
Rukokoma mixed farming co-operative society limited has the following assets:-
·        57 hectares of agricultural land in Ibanda Town Council.
·        50 plots of commercial land of Ibanda Town
The project will use part of the above assets for its operation
The project shall get funds from:-
·        Membership subscription.
·        Shares contribution from members
·        Yearly subscription fees.
The project hopes to get grants/donations and contributions.
The project will use these funds to operate and maintain itself.
PROJECT DELIVERABLES/OUT PUT
When every thing works according schedule, it is envisaged that by the end September 2013 the following will be in place
1.     Trained farmers that can use modern methods of farming.
2.      A milling machine with its accessories
3.     A storage facility that can store 500 tones of produce 
4.     50 tones of produce (maize, beans, millet and G. nuts)
5.     A lorry truck for transporting the produce
6.     A projects management committee known as the food security and development committee
PROJECT RISK MANAGEMENT
As the project progresses there are some risks that are likely to happen
1.     Some of the members may not co-operate with the food security and development committee hence members willing to sell their produce to the security may be few.
2.     Some members may wait for higher prices after harvest hence fail to sell to security.
3.     Some members who will take the soft loans , farm implements and inputs may not pay in time
4.     Some natural disasters may occur and destroy the crops
5.     Some prices may not improve after harvest.
6.     Some accidents such as road accidents, fire etc may occur.

EFFORTS TO COUNTER THE ABOVE RISKS
1.     There will be sensitization programme to bring all members on board.
2.     The project managers will buy from all farmers at the prices available.
3.     Loans will be given out following the proper procedures of loaning
4.     Members will be advised to plant in time and to use agricultural input so as to avoid disaster.
5.     The project managers will endeavor to market the produce near and far.
6.     The project will buy an insurance cover to cover some of the above calamities

BUDGET NARRATIVE
1.     There will be 15 meetings in a year and each is estimated to costs 200,000, The meetings will take place throughout the 5years
2.     The project expects to employ a driver, a turn boy, a security officer, and an office attendant. These will be employed throughout the 5 years
3.     The project will supply tools, planting seeds and pesticides in the 1st and 3rd year.
4.     The milling machine, store and vehicle for transport will be obtained in the 1st year of the project
5.     Administrative expenses will run throughout the five years
6.     Loaning facilities will be available in the first year and this will be a revolving fund       

Donors or government are invited to assist its project by supplying physical tools or cash to Rukokoma mixed farming society limited
            This project is viable, inexpensive and calls for support.


CONCLUSION
The project of Rukookoma growers, processors and marketing initiative will be one way of increasing production, eradicating poverty in rural areas and promoting food security
The benefits of the project are obvious
1.     Members who will participate in the project will soon have enough food to eat and have surplus to sell.
2.     Members of the project will get access to good and improved seeds and will learn modern methods of farming.
3.     People who may not be members of the Rukokoma mixed farming cooperative society will benefit by selling their produce to the society. This will improve on their income and the standard of living will improve.
Basing on the present situation in Ibanda District where there is stinking poverty and food insecurity, this project is worth undertaking because of its necessity.

Donations in terms of farm tools, pesticides are welcome.
